Here’s the procedure for acquiring Symbian Signed developer certificates:

  1. goto http://www.symbiansigned.com, sign in to the system
  2. read https://www.symbiansigned.com/developerguidetoSymbianSigned.pdf, a good overview document about the signing process
  3. check what S60 and Symbian OS API’s your application is using
  4. check, from S60 SDK documentation, what capabilities each used API needs
  5. request a certificate for needed capabilities from SymbianSigned (instructions in: https://www.symbiansigned.com/app/barclayhtml/devcert/requestupload.jsp)
  6. if you need to access the “7 most sensitive capabilities” (listed in chapter 3 of above mentioned document), you need to submit “Request Phone Manufacturer Approved DevCert” in SymbianSigned (https://www.symbiansigned.com/app/page/devcert/customdevcert/submission.rules1.jsp)

This way you can get the certificates needed for signing applications for testing purposes. The signed applications run only on pre-defined devices (based on IMEI-codes given as part of certificate request process, max 20 devices). If more devices needs to be enabled to run the signed applications, “Phone Manufacturer Approved DevCert” needs to be used.

If the devices can not be pre-defined, then Freeware signing process would probably be the approach for getting applications for “research purposes” signed: https://www.symbiansigned.com/app/page/devcert/customdevcert/submission.rules1.jsp
